games get translated only if the company decides to pay 4 it to be released in another place, since this company has no intention of releasing it anywhere outside of japan, yeah....
they just don't have the money to pay 4 it it seems =x,
just like how tales of vesperia PS3 version in english won't be coming out since Namco's going bankrupt

I'm guessing you have never seen or head of fan translations Some of the best Japanese only games have had fan translations.
